People don’t realize that Medicaid is a means-tested program. Applicants have to prove residency, citizenship, income and/ or means of support. And, they do periodically, have to prove their continuing indigency to receive Medicaid. This isn’t always easy. For example, someone with unemployment insurance is potentially eligible for Medicaid, but suppose his/her unemployment benefits expire. Now, they are more indigent than before, but they have to validate this turn for the worse. How? 1) Proof that your still seeking work, 2) Prove how you’re staying fed, clothed and sheltered which typically means moving in with a relative who must substantiate their level of support. The situations for each applicant are varied and changing but a bureaucratic hurdle is always there, ready to means test. How much does it cost to support this means testing bureaucracy?
